The two layers, and why people get stuck
Almost everyone who gets stuck on A2P registration is stuck because they think it is one thing. It is two, they are approved separately, and they fail for different reasons.

The brand is about your identity and is usually quick. The campaign is a judgement call by a reviewer comparing four things against each other: your stated use case, your sample messages, your website, and your consent process. When those four do not tell one consistent story, it is rejected. That is the entire game, and it is covered in detail on why campaigns get rejected.
How long it takes, honestly
- Brand registration: minutes to a few hours.
- Campaign registration: HighLevel documents 1 to 5 business days once it goes to The Campaign Registry and on to the carriers.
- In practice, budget more. Third-party providers have reported materially longer waits during submission backlogs in 2026. Treat 1 to 5 business days as the floor, not the promise.
- A rejection resets the clock. This is the real cost of a sloppy submission: not the resubmission fee, which has been removed, but another full review cycle.
The practical consequence for anyone planning a campaign: registration is the first task, not the last. We treat brand and campaign approval as a gate on database reactivation projects for exactly this reason. A perfectly segmented list sends zero messages through an unapproved campaign.
A2P 10DLC is not TCPA compliance
These get treated as one topic constantly, including by vendors who should know better. They are different systems with different enforcers and different consequences.

You can be fully registered and still be violating the TCPA. You can have flawless written consent and still have every message blocked. Registration gets your text delivered; consent is what makes sending it lawful. Common questions
- What does A2P 10DLC actually mean?
- Application-to-Person messaging over a 10-Digit Long Code. In plain terms: any automated text your business sends from a normal local phone number. It is the carriers' framework for knowing who is sending business texts and what they are sending, and it is separate from the TCPA, which governs whether you had consent.
- Do I really have to register, or is it optional?
- It is mandatory in practice. Since 1 February 2025 the major US carriers block 100% of unregistered 10DLC traffic rather than throttling it. An unregistered number does not send slowly, it does not send at all. There is no grace period to rely on.
- How long does registration take?
- Brand registration is usually minutes to a few hours. Campaign registration goes to The Campaign Registry and then to each carrier, and HighLevel documents 1 to 5 business days for that step. Third-party providers have reported longer waits during submission backlogs, so treat 1 to 5 business days as the floor rather than the guarantee and never schedule a launch against the optimistic end.
- Is A2P 10DLC the same thing as TCPA compliance?
- No, and conflating them is the most common mistake. A2P 10DLC is a carrier registration requirement: it governs whether your message is delivered. The TCPA is federal law: it governs whether you were allowed to send it. You can be fully registered and still be breaking the TCPA, and you can have perfect consent and still have every message blocked. You need both.
- Does using GoHighLevel or Twilio mean I am already registered?
- No. Your platform provides the pipes and the submission interface, but the brand and campaign belong to your business and must be registered under your legal entity and EIN. - What happens to a database reactivation campaign if I am not registered?
- Nothing sends. This is why registration is the first gate on any reactivation project rather than an afterthought: a campaign built on a clean, well-segmented list still delivers zero messages if the brand and campaign are not approved, and campaign approval can take days.
